It’s based on the moves it already knows. Mine knew body slam and became a Flareon.

I read it was random. Is it really based on moves? I haven't paid attention to the moves mine have. I have two vaporeons and a jolteon

Thanks. Gonna try this as soon as I have enough candy. I used to find eevees like pidgeys in the morning but now they're scarce the past few days. I found another thread on Reddit that had a bunch of theories I tried but none worked. 4 vaporeons and 2 jolteons later I still don't have a flareon

Naming my Evee Rainer worked for me to make a Vaporeon but I’ve only tried it once.
